Police say a California man who got stuck and needed to be rescued after he climbed up a rock to ask for his girlfriend's hand in marriage via FaceTime was later arrested because he was found to be high on methamphetamine. Michael Banks, 27, scaled 600-foot Morro Rock just off California's Central Coast early Thursday morning to propose to his girlfriend, who was watching via FaceTime video.
